Is it art?!

I had to go to the faculty center at the community college last night to make copies for my class.  It's situated right beside an area where student artwork is shown.  As I was making copies, I saw the below piece of "art" out the window and just had to take a picture of it.  I can't decide whether it's actually art or not!  What do you think?!
